The document gained attention in the campaign as it outlined a 15-point conservative Republican/Christian agenda, including 10 points McDonnell pursued during his years in the General Assembly, according to press analysis. This agenda includes opposition to abortion and support for school vouchers, and tax policies that favor heterosexual families. In the work, McDonnell argues for covenant marriage, a "legally distinct type of marriage intended to make it more difficult to obtain a divorce".

It's interesting that the stuff he wrote was boring old laws, like Megans Law... but on the other hand, in his fairly interesting thesis, McDonnell wrote "policy should favor married couples over 'cohabitators, homosexuals or fornicators.'
McDonnell advocated a state constitutional amendment requiring that marriage be 'man- woman" only, and he intervened to oppose Kaine's first act as gov in '06, to expand the state's nondiscrimination policy to include sexual orientation.
That's the point.
