There were no budgets passed from 1992-1994, when Democrats were in charge, that would EVER balance.
After the Republicans gained control of congress after the '94 elections, Congress pushed for a balanced budget, not Clinton. He responded in 1996 with a budget that would've balaned in 2003; Republicans cut that budget and got it to balance in 1998.
