Hi I did this so long ago, but it looks like slip stitch, chain 4, skip one stitch, chain 4 skip one stitch chain 4 all the way around.

Sorry I did slip stitich in 1st stitch,chain4, skip one stitch, slip stitch in next stitch, chain4, skip next stitich, slip stitch in next stitch. repeat around for the border. I hope this helps.
