Actually it is an Andes song, of the " Andinas Countries " of southamerica, Venezuela, Colombia, Ecuador, Peru and Bolivia

Actually, it was a zarzuela by erudite Peruvian art music composer Daniel Alomia Robles. Its popularity is in large part thanks to the effects of Argentinians playing psuedo-Bolivian folklore in France. Strange but true.
