Some sort of data beacon, that's for sure. I know 11 meter stuff isn't supposed to to start until 26.285, but I've heard lots of activity in both AM and SSB on 26.225, 26.075, 26.005, 25.895, 25.875, 25.865 and 25.775. The lower ones seem to be used by taxicab dispatchers.

Marine packet/teleprinter frequency. Up to 26.2 I believe is allocated for marine usage. Which is why it makes sense that the first real 11 meter freeband freq is 26.285.

Sounds like SITOR-A, often used for maritime data communications by teleprinter. In this case it's idling, acting as a marker to keep the channel occupied.

I doubt it is packet. It sounds more like a beacon.
Listen in on the marine band on 8mhz low end -> 8.300-8.500mhz you well hear them there too. They are probagation beacons, amateur radio operators use them as well. :)

I VE LISTENED THOSE MARINE FREQS IN THE NIGTH,SOME VERY INTERSTING THINGS CAN BE HEARD,MOSTLY SPANISH (MY NATIVE LANGUAGE)

VERY GOOD DX IN THE 11 METER BAND THIS TIME OF YEAR TOWARDS EUROPE!!! TRY 26.285 USB IN THE EARLY MORNING AROUND 6:30 AM TO 8:30 YOU MIGTH HEAR SPAIN,ITALY,PORTUGAL THE CANARY ISLANDS,NORTH AFRICA,GIVE IT A TRY!!!
