Both Brigh and Ramius started with civilian crews.
But Bright has been in enter-fights (vs Ral), away-team fights, sabotage missions (blowing up the Axis) and dominates fleet tactics (scuttling Ra Clop as shield, masking his actual nukes by firing salvos of fakes).
He is also the 1st Captain to ever fight in Atmospheric entry (Char's squad being the first to actually try an attack during that).
If Bright had replaced Ramius, Kira would be manly. Because Brightslap.
