Efficiency importance is in proportion to supply. The supply also drives the price. With an increasing population, and ever increaing demands for energy, we will need relatively cheap, or at least affordable energy in order to create and maintain growth.
Having the Dept. of Energy develop new sources of carbon neutral energy is a brilliant suggestion.

If we can build homes three times as energy effiient as present homes (and we can) then even if energy were three times as expensive, we would be no worse off.
