It also can not be on the ground. If it were a stationary building beyond the power station, then it would not be seen to move faster than the power station moves. It must be a reflection on the window of the aircraft.

Rather, not glare, but reflection of a flourescent light on a curved window.

That looks like the glare on a window of the aircraft in which the photographer is situated. The apparent movment is the illusion of parallax coming from the camera rotating to track the power station as the aircraft flies past.

@toukoqouko I pointed this out as soon as the video came out....check my page and you will see my video about it. Well....its just Google earth pointing out which building it is.
Its a supermarket about 2km from the plant.....i had to stop comments and ratings as the "ufo" believers were trashing the ratings lol....sad feckers will believe anything.

@britelite2657 It's obvious here because I added contrast. It wasn't immediately obvious from the original, or the degraded versions posted to YouTube with titles like "Gigantic UFO over Fukushima!!!111"
