i read an article recently that said teen use of sex and drugs was down from previous generations. my theory is they're spending all their time online. so if I'm right. . . prohibiting access and use to the internet would make those figures go back up.

I think that the decision is up to the parents. If their child should be uploading, commenting or anything like that is up to the guardian/parent.
