Exactly what was wrong about Luke's predictions?

@MrmarioRBLX Luke gets his information from that mouse, but sometimes the mouse's information was incorrect. So say the specter was set to appear at location "A" but Luke predicted that the specter would appear at location "B", the police would still evacuate "A" nevertheless. Or something like that.
