@holypoop88 A one-legged dog going down a street is going to have a long, arduous journey, more so than a three-legged dog. The dog has to hope to get to his destination because if the dog gives up, then there's no hope and no taste of triumph.

I don't think Bruce meant to say three-legged dog. A three-legged dog can still make it through life okay. It can pretty much still live a normal life, but a one legged-dog can't. He's trying to emphasize a troubled and miserable life, much like a one legged-dog would have. The inability to have a normal life. If you just listen to the song, it becomes quiet clear why he chose one-legged dog.
