I do love the series and glad you recommend it here, however I would argue that it is not a throwback to the 90s as you suggest. If anything, it's a throwback to the 80s. Claremont left the X-books in 1991. and he is known for his run on Uncanny that spanned the entire 80s decade. This is one major reason so many people are disappointed with the book, because they are expecting 90s X-Men and are unfamiliar with Claremont's works.
