Yeah, take some "Squeaky Foam" (Polystyrene), an old pipe, and LOTS of ducktape!
How to do it? Not that hard! Just take an example photo for comparison.

yes it is illegal, but many people including me have one or more, it's very easy to get them in Germany or Belgium.
some weeks ago the police snatched me with it, they took the pistol and gave me ticket of 270 Euro's.
The Netherlands is one of few (if not the only one) countries where airsoft guns are illegal.

I see ur Canadian, well... I am Dutch and it really is illegal since they look too much like real guns.
