The police's job is to enforce the law. It is not their job to know what an arrest warrant is charging. It says arrest, so they arrest. It's that simple.

In the US, you can be detained for up to 24 hours without being charged with a crime. I don't know the rules in Canada. Being "arrested" is no the same as being charged with a crime. I think the idea is to allow the police to take control of the situation entirely before dealing with the bureaucratic mess.
If they were willing to taze him, why not just force his hands behind his back?

@viralarchitect They couldn't get his hands behind his back...but regardless, we're experiencing fucked up problems similar to yours here in Canada. At the G20 protests, one of my friends was arrested during a raid that happened prior to the G20...he was arrested at an alleged anarchist meeting. He was personally involved in nothing more than trying to set up child-care for activists. He was going to watch children while their parents upheld democracy. He's still being fucked by the system.

My friend is a police officer and he sometimes feels caught because he's supposed to control the situation while at the same time, adhering to certain restrictions. I'm not saying I condone what the police in our countries do, but they aren't part of some cult, they're just trying to do their job. I have the same problem in IT, believe it or not. Again, though, I am not saying that what they are doing is right, I'm just saying that politics forces this kind of behavior.
