The Socio-Economic and Gender Analysis (SEGA) model is used to understand how to empower sectors, especially children. Deprivation, Exclusion, and Vulnerability are understood as effects of the sector's inability to participate in the socio-economic processes in society. First the individuals must be given capacity and they must be provided with opportunities to participate in the organizations and agencies that make decisions in resource allocations.
