@SleepyNyan You have to be either playing Kasumi with Kokoro as your partner or vice versa. Then the partner has to be at maximum affection--you can tell if when at the start of the day there are lots of hearts floating above her head. Once that happens, go to Niki Beach during the day time and "Be Friendly" should be an option you can choose. Note that the option will only appear if the beach is empty!
