City of Mount Vernon, New York Police Department Commissioner David E. Chong speaks to Scott Mills, President of NoToGangs.org - the gang prevention and intervention initiative of http://ONGIA.org about what is needed to prevent youth from joining a gang.

Commissioner David E. Chong is 51 years old and has close to 30 years of law enforcement experience. He spent over 22 years with the City of New York Police Department rising up through its ranks from Patrolman, Detective, Uniform Sergeant, Detective Sergeant, Lieutenant, and Lieutenant Detective Commander.

While in the NYPD, Commissioner Chong was assigned to various commands including the 77th Precinct, 104th Precinct, Tactical Patrol Unit, Organized Crime Control Bureau, Detective Bureau, Mayors Social Club Task Force, Federal High Intensity Drug Trafficking Area Task Force, Organized Crime Investigations Division and the Counter Terrorism Division after the attacks of September 11th 2001. In many of these aforementioned units he held supervisory or command positions.

Commissioner Chong retired in October 2002 and immediately was appointed as the Deputy Commissioner of Public Safety for the City of White Plains, NY. As Deputy Commissioner he oversaw the daily operations of both the White Plains Police and Fire Departments. He served in that capacity until February 2006 when he briefly left law enforcement to pursue a career in Education as a full time Criminal Justice Professor at Monroe College. There he applied for a PhD program and intended to pursue his Doctorate Degree. In May of 2006 after only one semester in academia, Commissioner Chong was sworn in as Police Commissioner of the City of Mount Vernon.

Commissioner Chong holds a Masters Degree in Public Administration from Marist College, A Bachelors Degree in Criminal Justice from John Jay College, and an Associates Degree in Business Marketing and Finance from Queens Borough College. He is also a graduate of the FBIs National Academy.
