In USA, which has the most efficient raylways in the world their longest tunnel is 90 years old and 13km long. I want see return of investment of this tunnel.

This tunnel is terrible solution. Europe subsidise heavily rail passanger transportation, instead of efficient air transportation. If this tunnel was for freight it could by just single tube with one or two tracks inside the tube. The risk of fire is covered by insurance-problem solved. Signalizating equipment could by cheaper and of course maintaince would be cheaper.
