Not quite true. The new scale was created to provide more accurate damage assessment and correct the wind speed estimates as the old ones were not accurate. e.g. it takes winds just over 200 mph to cause (E)F5 damage rather than 261.

In terms of tornado activity this year has been abnormal for a number of reasons.

Tornadoes are rated on the Enhanced Fujita scale from EF0 to EF5, mostly based on damage. EF5 is the strongest level with estimated winds over 200 mph. Only about 1 tornado in every 2000 is this strong.
