@WatnGuy2003 If the line is de-energized then how do you explain the fact that they are touching the earthed tower? In any case, the conductor shown in the video is an earth wire (you can see it has no insulators holding it to the tower). The electrode 'probe' they reach out towards the helicopter must only be to release any static charge built up its chasis during its flight to pick them up.

Can you feel the juice when you are first getting patched in? Is there any sort of carona dishcharge from your skin or hair into the air like a tela coil? Or, is the frequency too low?

Line maintenance yes, on a de-energized line.. no
The lines are energized while maintenance is done, hence the hand held probe being reached out to the helicopter to bring the voltage potential to equilibrium.

what are bells? insulators??? Are all the wires on those hi-v lines in phase or are some in different phase???

Bells or Insulators are the way to keep the wires attached to the tower with out the electricity touching it. Each wire is its own phase, so this is a 3 phase line.
