I think it's odd that people aren't more prepared for the weather if that's usual winter. In Finland we have snow trough winter and thats why people use proper winter tires and there are
plows to deal with the snow. Otherwise it would be impossible to go to work or school at winter.

Where I used to work, it was by the water, I live inland on a mountain. It can snow here and rain there, so no one ever believed me about my hill.
