@GreeboSanders I think they mention it earlier, because time lords were the first to time travel it created hamonic probibility waves in the time spacial continuum, and so it's more likely that evolution leads to time lord look alikes or at least bipedial things with two arms, it was their explanation to not having enough budget to have non humanoid actors on the show
