She's talking about Doppelgangers... the Doppelgangers that Cooper meets in the lodge. Maybe she is saying that we're more than personality inside one body.
"Where there always two?" perhaps refers to the idea that we're always living our lives with two desires (back to Freud's ideas on the id and super ego)... but which ones do we let into our lives? As Coop did in the end, maybe some of us give in for what seems the greater good?
