The American Society of International Law in cooperation with the Council on Foreign Relations and the American Bar Association Section of International Law will hold a special invitation-only luncheon briefing on the U.S. Policy toward the upcoming International Criminal Court Review Conference.

The Assembly of States Parties to the Rome Statute, which created the International Criminal Court, will convene its first Review Conference on the Statute, May 31 - June 11, in Kampala, Uganda. Since November 2009, when the United States resumed its observer status at the Assembly of States Parties, the Obama administration has been developing a new policy of engagement with the Court and plans to send a delegation to the Review Conference.

In this invitation-only briefing on the eve of the Review Conference, the leaders of that delegation will outline the U.S. approach to the Review Conference, including the question of whether and how the "Crime of Aggression" should be included in the jurisdiction of the Court. Discussants will pose questions drawn from recent studies of the International Criminal Court carried out for the American Society of International Law (click here for the ASIL report) and the Council on Foreign Relations (click here for the CFR report), both with support from the John D. and Catherine T. MacArthur Foundation.

Ambassador Stephen Rapp, U.S. Ambassador-at-Large for War Crimes Issues

Harold Koh, Legal Adviser to the U.S. Department of State

Rosa Brooks, Senior Advisor to the Under Secretary of Defense for Policy

William H. Taft, IV, Of Counsel, Fried Frank, and Co-Chair, ASIL Task Force on US Policy Toward the International Criminal Court

John B. Bellinger, III, Partner, Arnold & Porter LLP; Adjunct Senior Fellow for International and National Security Law and Co-Director, Program on International Justice, Council on Foreign Relations
