Venezeula are doing something similar to what you suggest.  You vote on an electronic - It prints a receipt, you check that its right you sign it and I think it's counter signed by an official. At end of day votes are counted and so are receipts checked to make sure the totals correspond . . . .only then is it certified. And don't forget Charvez is a dictator !!!

Couldn't you use a combination of video and hand ballot and electronic as a triple check verification method? Maybe your hand would have to be scanned as it passed the ballot into a locked ballot box. That way you could review everything. Just thinking outloud here but it seems like that would be pretty air tight if you scrutinized the concept.

This is why electronic voting should not be done... All voting should be on paper ballots which should be read aloud and video taped at end of each day of voting with anyone who wants to stay and see the results.. Even that isn't fool proof though...

Hell pretty much the only way to guarantee its fair is to have a live vote where people physically stand to vote and are counted..
