He's clearly lying . Even if he was some genius like Tony Fucking Stark and could manage to build this type of propulsion engine. There is no possible way you could "set " any rocket down in an area that small on it's initial test flight. Especially if it's as fast as he claims and they told him where to put it just before launch. There is a reason for "test" flights ya know.
