Not lies. You can buy back accounts for a price, or they roll back your stats. Oh, they can also remove wealth. It's at their digression, but I know it's possible because I know people that have done it and there have been videos made of it happening.

Because it depends. If it was for botting I'm sure they would roll-back your stats, so if you botted and you want an account back expect there to be severe roll-backs. Whatever the reason for the perm-ban they probably associate it with wealth or stats. It's not like they roll-back ALL of your stats though lol.

Not really, well yeah you're right in a sense but that's your cash's max stack, you can't stack it anymore than that amount. That's why people with several billions usually put in orders for X-mas crackers for minimum in the GE to hold all their other cash.

Every case is different actually so there isn't a set price. Jagex also does roll-backs on your stats depending on the reason in which you were perm-banned. For example, if you botted a ton of stats to 99 they usually roll-back your stats to 1. However, everything is done on a case by case basis, they may remove wealth, roll-back stats, or anything else that they please. In other words, if you want your acc. back you better be willing to pay some hefty fines.
