I read somewhere that ALE (Automatic Link Establishment) sounds "bubbly", kind of like this. I can't say for sure.

I listened to it a little more and i think it is a very very weak Spanish speaking radio station. I can only make out any type of voices if i have my radio set on WFM. It's a Yaesu ft 100D.

It's an Idling Russian Navy BEE aka T600 modem 50bd with 200Hz shift. Moscow has a number frequencies that carry broadcasts every 20 minutes. If there's no traffic, they just idle on reversals.

I heard this last night here in Australia about 10 minutes past the hour.
Odd that it only lasts for exactly 20 minutes...
