Hi Nancy,
I'm so excited about trying this rim. I'm waiting until you finish before I start the rim. I fear wetting the reed too little or too much!
My question at this step is - should I wet the top of the basket before inserting the round reed for braiding.

Yes, please wet it. If the reed is dry and you try to insert the round reed for the braiding, you risk snapping your twining. It probably won't happen, but it could, so wet it.
