Thats a long story, but mostly its because new characters sell games. Look at Sonic's success despite the crapy games.

Originally, fans beleived Axl was created by Dr. Cossack, or a decendant of Cossack. Dr. Cossack, in the megaman universe, was the third doctor out of Light and Wily, who specialized in aeronautics and targetting systrems (he made beat, megaman's robot bird.) Axl can fly, and aim in any direction. You do the math. However, Capcom has not shed any details on the theory.

Indeed. The sad reality however is, Model A was made as an Axl "tribute." He looks like Axl, acts like Axl, and has the same powers as Axl. However, STORY-WISE, Model A is simply NOT Axl.He's apparently part of Albert. So yes. model A is based on Axl GAMEPLAY AND ASTHETICS wise....but storywise, he is so far just "Model Albert" which...is lame....
