@asaenz08 ...know the difference between Wales and England ! I reiterate : they`re two totally different countries with completely different accents ! The accent of a full-blooded Welshman does not sound even remotely like an English accent ! Not even remotely alike ! Not even remotely ! Does not compute ! Ah , damn you Japanese ! You`re supposed to be smart ! If you wanna hear an authentic Welsh accent , listen to Rhys Ifans or Sir Anthony Hopkins !

@asaenz08 Technically , Negi`s Welsh but has an English accent in The English Dub of The Animes and OVAs `cause apparently The Scriptwriters have no idea Wales and England are two totally different countries with completely different accents ! I love the show but when Yue said " Wales , England " in the first episode , I didn`t know whether to laugh or shake my fist in rage at the clear lack of research ! How , Japan ? How can you mix those two up ? Even most of us Americans...

@TheRealBloodyKandy in the anime, I believe it was the final episode - 26. He makes a pactio with her first, then Yue, then the rest of the class.
