I'm not sure how to export it because the "export" thing under "file" is darkened. What's wrong?

when i make gifs, i make them fast and on repeat, however when i clipped a video, on premiere elements, it has a single frame which is black, causing my gif to play then a flash of black does anyone know how to fix this?

on premiere element you can after going on the settings tab, click video on the right side then, you can adust the size on frame size :)

in order to do what you showed in your video, i first have to upload the video to abobe premier elements (which is what i have). but when i go to "get media" and try to add it, it doesnt want to upload. i'm not getting an error message; its just simply not adding.

I'd like to know, if it is possible to re size the clips to 100x100 px?

@YiaNyan9 Is there a red bar on the top of your clip? If so, its just not rendered :)
Render it (by pressing enter) and export should appear :D

@kamuran007 Actually it is pronounced like "Jiff".
haha you said jiff haha its gif. but thats cool u can do that in premiere. i always have to do it in photoshop cuz i don't have that program.
