@lewandlo If there was a big crash where it involves the tire of a car/truck coming off it, I think anyone could hear it over the noise of traffic.

The guy was probably deaf or something. That wheel could only reach that kind of speed if it was rolling down a very very very steep hill or was ripped off a truck in an accident. If it was the 2nd, he should've heard a loud crash or something unless the wheel rolled away for a mile or something.
Still, what are the odds of it rolling directly between the pump and the car? =/
