Sir David Manning is a former British diplomat, who was the British Ambassador to the U.S. He authored the so-called "Manning Memo" summarizing the details of a January 2003 meeting between President George W. Bush and Prime Minister Tony Blair during the run-up to the invasion of Iraq. He was also ambassador to Israel, and foreign policy adviser to the prime minister.
