Some magic, that's it!
No, you don't even need a program. Just take a pic you like, photoshop it the number of times you want and save all the pics on the same folder. Then System Preferences -> Desktop & Screen Saver -> Desktop -> Choose Folder -> Choose the folder you've just created and set Change picture every 5 secs. That's it!
You can get amazing effects, I have one of a skyscraper at night, and the lights on the windows turn on and off randomly. This girl was my firs try.
