IF you're towing in-town only and IF the truck's GVWR is under 26,000 lbs., you do NOT need a CDL. If, however, the truck is over 26,00 lbs GVWR, OR you're traveling over 150 air miles, OR you cross a state border, OR the truck has air brakes...........then you DO need a CDL.
