haha maybe i'm just drunk.. but not starting counting with zero really has nothing to do with the title that we give to the time period.. 1990 is definately NOT in the 80's. i was born in 90 so i've had that drilled into my head by everyone i know who lived through the 80's.. this song was recorded in 89 though, so a moot point i suppose..
