its all about the shutter speed

That's acquired with a nice long exposure (shutter speed), about 4-15+ seconds. Make sure of two things - firstly, as reys0027 mentioned, make sure it's done during the evening or night time.

Secondly make sure to do this with the camera mounted on a tripod and triggered with a remote/delayed shutter release (using either the self-timer option or a remote shutter release).

Realy easy on manual use slow shitter speed make sure it,s after 6- 7 pm to get the best effect
