Hacksaw should been WWF Intercontinental Champion at one point, but since Vince McMahon wanted to put it on Curt Hennig, Ravishing Rick Rude, and Kerry Von Erich who were great wrestlers RIP to them, Duggan was not great in the ring technically sound. He's more the brawler, they had Ultimate Warrior as Intercontinental Champion because he was the rising star around that period, while Duggan who was never given the chance to hold the gold.

Honky Tonk Man was such a joke: He couldn't wrestle; he couldn't talk; and he didn't have "the look." On all accounts, he also sounds like he always had a bad attitude as a worker. I have no idea why they put the IC title around him for so damn long.
