-To unlock the Mission Mode,you need to finish the Story Mode with Power Attack and Diffficulty Level 2,then it will be in sale at the Shop.
-To know how much percent you have on the missions with every character,go to Extras at the Main Menu,go to Rankings and then to Mission Completion option.

-Here I gonna put all the characters and how to get them:
ANBU Kakashi - You must have nothing on shop,20% with all characters in Missions and 40% with Kakashi,when you have all this requirements,do the S-Rank Mission with Kakashi two times,if it work,in the second time you will have a fight with Anbu Kakashi,win,and he will be on shop for 100,000 ryo.

Anko - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Asuma - Purchase from Shop or Finish Story Mode then, Purchase other characters

Baki - Purchase from Shop or Finish Story Mode then, Purchase other characters

Bando - Earn at least 70,000 ryo altogether after buying all things on the shop except Bando and Anbu Kakashi.

Chiyo - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Choji - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Deidara - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Hidan - Beat 30% Missions of Deidara, Sasori, Hiruko, Itachi and Kisame, then Purchase from the Shop

Hinata - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Hiruko - Beat Story Mode on Difficulty 2 and Attack Power 2 then Purchase from the Shop

Itachi - Purchase from Shop or Finish Story Mode then, Purchase other characters

Kabuto - Purchase the first set of characters, then go to shop

Kagura - Purchase from Shop or Finish Story Mode then, Purchase other characters

Kakuzu - Beat 30% Missions of Deidara, Sasori, Hiruko, Itachi and Kisame, then Purchase from the Shop

Kankuro - Purchase from Shop or Finish Story Mode then, Purchase other characters

@SailorMarsIsAwesome1 i already solved it. I had to buy the available stages, When i left, it said items added to the store. But do you have to beat story mode in order to get mission mode?

@2207Zwarrior you might have to play as far into story mode as you can just buy all the characters that are in the shop and you should get the message
