In their response to the crisis, countries and localities should not just focus on preserving local jobs, but also on raising productivity and creating better quality, more sustainable jobs for the future. Policy makers need to work with businesses to support new innovation and the better utilisation of technology and skills in the workforce. But to make progress in this complex policy agenda, we need flexibility in policy management, sufficient labour market intelligence, capacities, partnerships, leadership and civic entrepreneurship.
