Just condition it. Let it know that it will not harm him. Do not pet him. Get him on the leash and start turning the water on and off. If he acts up, get him closer to the water. Try putting pressure like a dog bite to his nose to calm him down. The more he calms down, just bring him closer, and remember to keep a firm tight grip on the leash. Don't let him go anywhere. Eventually you'll be able to put him in.
