Just condition it. Let it know that it will not harm him. Do not pet him. Get him on the leash and start turning the water on and off. If he acts up, get him closer to the water. Try putting pressure like a dog bite to his nose to calm him down. The more he calms down, just bring him closer, and remember to keep a firm tight grip on the leash. Don't let him go anywhere. Eventually you'll be able to put him in.

My dog loves the water...but he hates the bath...even the word drops his ears and he wants to go out. If I say "lake" his ears are straight up...I wish I had more skills for training him...he has spent seven years training me.
