Yes, but it was FDR's JEWISH advisers who told him not to meet with the Rabbis. They told him, "Mr. President, these are not your Jews". While it is certainly true that FDR could have done more, he also could have done less. Congress's refusal to change the immigration laws makes them a villian as well. Read Prof. James Rosen's book about the period called "Saving The Jews" for a much more balanced examination of the period.
