Yeah. This is the crown of the balloon. More like the top third or so I think.

you should be careful using propane in a confined space can cause carbon monoxide poisoning cool balloon though !

Man, Using the burner will cause less Oxygen inside the balloon so saying inside it is dangerous.

I think it's not a good idea to use a black balloon with extra heating - black bodies absorb and radiate more heat via IR, so if it's not solely heated by the sun, it will radiate more than absorb, and cool down quicker. Sorry for grammar.
