Yeah Be3 is an exceptional move. And yes it is part of the english attack which for me is best to demolish the sicilian defense. And by the way , playing positional is playing aggressive. In my opinion if white can hold the center then he's chances to succeed with the english attack are exceptional. Just make sure you get there first.
