that guy was putting on a show plain and simple. Trying to make a statement by being an idiot and not doing what he's told. Fighting against something unconstitutional is one thing, but doing a sit in at a library and not leaving when asked is just retarded. Stayed down? Hell they pulled him up, tased him, then told him to get up or he was going to get tased again twice! And those were rentacops. I've been nailed by a hotshot (cattleprod) my entire leg cramped up and I could not walk on it for a minute if not more. A taser is much stronger, as instead of being used to scare somthign that weighs 400 lbs it's made to paralyze somthing half that weight.
