Public schooling is you first assist and then you pay with the capitalistic interests of course, Soviet medical equipment was far better than any other country in the world, or why Cuba has a better healthcare system than the USA. People that left baught the idea of luxury, millions now regret the collapse of the Eastern Bloc, they are now free to chose wether to die or comitt suicide, under unemployment that was unexistent in the fomer Eastern Bloc.

Your forgetting in the vast majority of countries education is free, its called public schooling. Secondly water quality was much poorer, when it came to health in general the West outdid the East.
