Kinda, yet not exactly.
They indeed were intentionally casting identical twins for the movie. However, the purpose wasn't to allude onto a "lazy programmer" but to simulate a feel of repetitiousness in within a computer program, procedural generating, looping or such. It does appear rather artificial when you're aware of the repeating characters, doesn't it?
It also might have been done to diversify it from the Matrix, in which every "living" element is a separate entity.

That is a beautiful meta-copy/paste right there!

@zorrobomber Nice copy-paste ;D

@jrvillela A lot of extras in this scene were identical twins... there's a quick example with the girls in white at 0:14

If only more people understood the message of the film... if only more people were willing to escape.

@jrvillela Actually, several people in this scene have doppelgangers. The Wachowskis spent two whole days in Sydney trying to hunt down and cast real identical twins just for this scene. The idea was to show the viewer that Mouse, who created the code, was a lazy programmer and copy/pasted a bunch of characters instead of designing unique people. Check the two sailors at 0:20, or the bald guys at 0:48 for example.
