Instead of the government actually making the big tobacco companies pay for misleading Americans for years, their taking advantage of the smoker who can't stop smoking. The government is making the smoker pay outrages taxes as punishment for the big tobacco companies. The big tobacco companies just make out with a higher percentage of profits. And, Uncle Sam makes the little guy pay again.
