It kinda works, if you kill many people with the sniper, moltovs, rocket launcher, sticky bombs cops do come but you can only get up to 2 stars i'v found. If you fire any weapon indoors cops come immediatly and if you hit around over 40 people with a car you get a 1 star wanted level.
